Negative statements are difficult to comprehend for kids, which makes it so freaking difficult! They understand "no", but their brains don't process it as well. You gotta be all "Hey, instead of climbing around on things and potentially killing yourself, let's play with dirt! On the ground. Where it's safe. Yay safety!" XD They understand alternatives.
